He received his Ph.D in nuclear engineering from Tsinghua University in 1999. In the last twenty years, he was deeply engaged in the international negotiation on climate change and conducted various studies on relevant issues in that area. He has rich experience and knowledge with regard to international climate change negotiations. Prior to the current position, he was the senior policy advisor on climate change and South-South Cooperation in the Executive Office of the Secretary-General of the United Nations since 2015. Before joining the EOSG, he was the director of International Cooperation Department of the National Centre for Climate Change Strategy and International Cooperation in China. In 2007-2012, he worked in the UNFCCC secretariat and was one of the key members in providing support to the negotiation of the Bali Action Plan in particular on issues of technology transfer and finance. From 1999-2007, he was assistant researcher in the Institute of Nuclear Energy Technology of Tsinghua University focusing on energy system analysis and climate change mitigation polices. From 2003-2006 and 2012-2015, he was member of Chinese Delegate to the UNFCCC.
